T~ESDAY, JANUARY 10, 1989

projects planned for 1989, and difficulties with which this organization is now
faced, such as declining membership numbers, with a corresponding adverse
effect upon fund-raising efforts and upon training. Even so, members of
Council and other City officials expressed appreciation of the work'of the
Volunteer Fire Company and its valuable contribution over the years, as an
adjunct to the City's regular Fire Department, in the areas of fire prevention
and the protection of persons and property.

By letter and in person, on behalf of the Rescue Squad Association of Henry
County & Martinsville (Mr. Melvin L. French, President), Mr. James E. Peverall,
Jr., of the Martinsville-Henry county Rescue Squad, accompanied by other rescue
squad associates, requested that the Henry County Board of Supervisors and
Martinsville City Council jointly authorize a comprehensive study of the local
Emergency Medical Services System ("EMS") to ascertain what can be done by both
the rescue squads and the two local governments to maintain the integrity of
the EMS System and to provide the best pre-hospital emergency medical care for
each dollar expended. In making this request, the Rescue Squad Association, in
addition to enumerating seven major areas of concern and problems now adversely
affecting thelocal rescue squads, cited seven specific questions which should
be addressed in the requested study, as follows:

1. What resources in personnel and equipment are currently
available?

2. What is the projected volume of emergency calls over the next
several years?

3. What staffing levels will be required to meet projected needs?

4. What is the projected cost of ~MS in the future?

5. What standard of care are the public and the medical
profession expecting for pre-hospital emergency medical
services?
