TUESDAY, JANUARY 10, 1989 <br /> <br />School System's administrative/instructional positions per 1,000 students, and <br />the present annual cost of the filled positions, with the minimum required by <br />the State Department of Education, both position numbers and amount of State <br />funding therefor, with the State figures being based on "JLARC" (Joint <br />Legislative Audit & Review Commission) methodology. This comparison took into <br />consideration the "Standards of Quality & Learning" relating to minimum <br />accreditation standards for public schools in Virginia and, also, the many <br />programs and numbers of personnel mandated by the State of Virginia (or its <br />Department of Education), revealing that (1) State funding for administrative/ <br />instructional personnel is currently limited to a basis of 59.3 positions per <br />1,000 students, (2) the ratio needed in the City School System to meet all <br />State mandatesis 60.7 positions per 1,Q00 students, (3) the present City <br />School System ratio is 76.6 positions per 1,000 students, which the School <br />Board considers necessary to offer a well-rounded educational program as well <br />as to compete with other school divisions, (4) the present annual cost of the <br />76.6 ratio is $9,204,802.00, (5) the annual cost for the State-mandated <br />personnel (i.e., 59.3 positions per 1,000 students) amounts to $6,135,212.00, <br />and (6) no increase or additional funding by the State is anticipated for <br />1989-90. Members of Council described this report and information as being <br />very enlightening and helpful as well as a positive step toward informing the <br />general public of problems confronting Martinsville and some other localities <br />as to State mandates for local public educational systems and the failure by <br />the State of Virginia to provide adequate funding therefor. <br /> <br />Mr. Jimmy D.
