TUESDAY, JANUARY 10, 1989 <br /> <br />Fitts, that the Manager be authorized to contract with an outside collection <br />agency to collect the City's delinquent accounts and/or to prepare--and solicit <br />bids therefor through--a "Request for Proposal". <br /> <br />Councilgenerally concurred with plans for--and proposed financing of--the <br />following improvements to English Field for the forthcoming 1989 Martinsville <br />Phillies baseball season (as well as for other recreational activities at <br />English Field): <br /> <br />CLUBHOUSE' EXPANSION (Requested by Mr. Bill Gargano, of the <br />Philadelphia Phillies) <br /> <br />Although the present clubhouse, when built, met all <br />requirements specified by former owner Dennis Bastien, there <br />is need for a dressing room for umpires and additional <br />dressing cubicles for team members, the cost of which is <br />estimated at $11,500.00 and is deemed the responsibility of <br />the Phillies or of persons/organizations other than the City <br />of Martinsville. <br /> <br />FIELD LIGHTS <br /> <br />To meet footcandle power standards established by the <br />Professional Baseball Leagues, Inc., there is need for <br />six-to-ten additional lights which are estimated to cost from <br />$2,000.00-to-$4,000.00 and proposed to be paid for from <br />"independent" funds in custody of the City's Recreation <br />Department. <br /> <br />RESTROOMS <br /> <br />Such facilities need to be expanded to accommodate larger- <br />than-expected numbers of spectators attending local baseball <br />games, at an estimated cost (with assistance from City <br />employees) of $7,400.00 to be paid from "savings" resulting <br />from a tractor purchase. <br /> <br />PROTECTIVE FENCE (175 feet of four-foot fence) <br /> <br />This is deemed necessary for spectator control on visitors' <br />side and in front of concrete bleachers, cost of which, plus <br />installation, Mr. Tim Cahill, present owner of the <br />Martinsville Phillies franchise, has agreed to underwrite. <br /> <br /> <br />
