TUESDAY, DEC~4BER 13, 1988

duly seconded and unanimously carried, and the public hearing having been
declared ended, Council accepted the City Manager's recommendation and,
thereby, postponed further consideration and any actions on the proposed
Subdivision Ordinance changes until such time as the Planning Commission's
recommended changes in the City's Zoning Ordinance are received and studied.
The record notes that no citizens (other than Planning Commission members)
appeared before Council in connection with said proposed Subdivision Ordinance
changes. At this point in the proceedings, Planning Commission Chairman James
H. Ford, briefly described the procedures followed by the Commission in
developing its recommended changes in the Subdivision Ordinance, which included
study and consideration of the changes recommended by City Manager Brown and
his staff, for all of which the Commission would have preferred being advised
by an "outside" and independent consultant. In any event, during the
Commission's public hearings and ensuing considerations, Mr. Ford informed
Council, no citizen appeared before the Commission in favor of the City
Administration's recommended changes and that the Commission, from its own
studies as well as from public input, attempted to glean and put together a
revised Subdivision Ordinance which represents the best features available;
hence, its decision to recommend sharing some authority with the City
Administration but with ultimate control to be retained by the Commission.
Although City Attorney Worthy indicated that no Virginia localities, as to
subdivision administration, follow the procedure offered by the Commission, Mr.
Ford observed that there are a number of Virginia localities, in his opinion,
which very much follow this procedure° In any event, Mr. Ford cited the real
need for an outside consultant to advise the Commission during such under-
takings (i.e., studying and proposing changes in Subdivision and Zoning
Ordinances) as well as for the City Attorney's legal advice° Mr. Ford, also,
