TUESDAY, DEC~4BER 13, 1988 <br /> <br />duly seconded and unanimously carried, and the public hearing having been <br />declared ended, Council accepted the City Manager's recommendation and, <br />thereby, postponed further consideration and any actions on the proposed <br />Subdivision Ordinance changes until such time as the Planning Commission's <br />recommended changes in the City's Zoning Ordinance are received and studied. <br />The record notes that no citizens (other than Planning Commission members) <br />appeared before Council in connection with said proposed Subdivision Ordinance <br />changes. At this point in the proceedings, Planning Commission Chairman James <br />H. Ford, briefly described the procedures followed by the Commission in <br />developing its recommended changes in the Subdivision Ordinance, which included <br />study and consideration of the changes recommended by City Manager Brown and <br />his staff, for all of which the Commission would have preferred being advised <br />by an "outside" and independent consultant. In any event, during the <br />Commission's public hearings and ensuing considerations, Mr. Ford informed <br />Council, no citizen appeared before the Commission in favor of the City <br />Administration's recommended changes and that the Commission, from its own <br />studies as well as from public input, attempted to glean and put together a <br />revised Subdivision Ordinance which represents the best features available; <br />hence, its decision to recommend sharing some authority with the City <br />Administration but with ultimate control to be retained by the Commission. <br />Although City Attorney Worthy indicated that no Virginia localities, as to <br />subdivision administration, follow the procedure offered by the Commission, Mr. <br />Ford observed that there are a number of Virginia localities, in his opinion, <br />which very much follow this procedure° In any event, Mr. Ford cited the real <br />need for an outside consultant to advise the Commission during such under- <br />takings (i.e., studying and proposing changes in Subdivision and Zoning <br />Ordinances) as well as for the City Attorney's legal advice° Mr. Ford, also, <br /> <br /> <br />
