TUESDAY, DECEMBER 13, 1988 <br /> <br />WHEREAS, it is, in the opinion of the City Council of Martinsville, <br />Virginia, extremely unwise for the Legislature of Virginia to <br />imperil any necessary State functions by making them dependent upon <br />uncertain future lottery revenues; and <br /> <br />WHEREAS, the several Counties and Cities in the Commonwealth of <br />Virginia have become, through the growth of under-funded and <br />unfunded State and Federally mandated programs, and because of the <br />end of Federal Revenue Sharing which at one time ameliorated the <br />burden of such programs, unduly dependent upon local taxation, to <br />the great distress of their citizens; now, therefore, <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, <br />Virginia, in regular session assembled December 13, 1988, that the <br />Legislature of.Virginia is urgently enjoined to adopt legislation, <br />in the form of an amendment to Section 58.2-4022 (D) requiring the <br />Treasurer of Virginia to transfer to the governing bodies of the <br />several Counties and Cities of Virginia, in proportion to their <br />several lottery ticket sales volumes, not later than thirty days <br />after receipt of the funds required by such Section to be paid into <br />the General Fund by the Comptroller, and to be by the'governing <br />bodies of such Counties and Cities disposed of as to them (and to <br />their citizens) seems best in light of local requirements and <br />needs. <br /> <br /> The City Clerk is directed to forward a true copy of this <br /> Resolution to the Honorable Virgil H. Goode, Jr., Senator, 20th <br /> Senatorial District; the Honorable A. L. Philport, Speaker of the <br /> House, 10th District; and the Honorable W. Roscoe Reynolds, <br />· Delegate, llth District. <br /> <br />Council acknowledged receipt of a letter from Phyllis A. Parrent, M.D., <br />Chairman of the Emergency Department of Memorial Hospital of Martinsville and <br />Henry County, in which Dr. Parrent and her associates, while appreciative of <br />the time and efforts put forth by emergency service volunteers (i.e., volunteer <br />rescue squads) but of the opinion that such service is not now effective, <br />strongly recommended that at least sixteen (16) paid paramedics be full-time <br />employed to provide emergency pre-hospital care for the area and that the <br />Medical Director required for the system, who presently serve without <br />compensation, be paid a stipend. <br /> <br /> <br />
