TUESDAY, DECEMBER 13, 1988 <br /> <br />recommended 1989-90 City Budget. In response, the City Manager informed <br />Council that he will attempt to expedite the budget process for 1989-90 to <br />afford Council additional time to consider his proposed 1989-90 City Budget. <br />Councilman McClain then introduced his motion (seconded by Councilman Cole) <br />that Council deem the Manager's 1989-90 budget projections (as being) <br />unacceptable which, as pointed out by Councilman Cole, may violate statutory <br />balancing requirements. In the discussion of this motion, Mayor Oakes and <br />Vice-Mayor Williams registered their opposition to the motion. Councilman <br />McClain then introduced a substitute motion that'Council deem the projected <br />deficit of $3,705,067 in the General Fund for 1989-90 as being unacceptable. <br />This motion, having been seconded, was defeated by a vote of three-to-two <br />(Messrs. Oakes, Willjams, and Groden voting against the motion). <br /> <br />At the request of City Manager Brown, Council continued to a future agenda an <br />interim report on the City's Electric Utility System in order that additional <br />information being sought can be made available. <br /> <br />As requested by the Greene County Board of Supervisors, Council adopted the <br />following resolution seeking the sharing by the Commonwealth of Virginia (with <br />local Virginia governments) of proceeds from the sale of lottery tickets in <br />Virginia: <br /> <br />WHEREAS, the Legislature of Virginia has recently enacted Chapter <br />40 of Title 58.1 of the Code of Virginia ("The State Lottery Law"); <br />and <br /> <br />WHEREAS, by the terms of Section 58.1-4022 of such enactment, all <br />revenues (and interest thereon) are to be deposited to the State <br />Lottery Fund, not to be appropriated except "upon actual and <br />audited collections ... and shall in no event be predicated upon an <br />estimation of such revenues"; and <br /> <br /> <br />
