TUESDAY, NOVEMBER 29, 1988 <br /> <br />River Criminal JustiCe Training Academy, which has been operating here in <br />Martinsville for some years in an annex to the former Joseph Martin~/~!. <br />Elementary School, now owned by the Commonwealth of Virginia for usage by the <br />Virginia Museum of Natural History. Inasmuch as the Training Academy adjunct <br />must vacate the former school annex by June 30, 1990, and because of the <br />advantages of retaining such a training facility in Martinsville, and because <br />the Fourth Street property can be well adapted to the Training Academy's needs, <br />Council informed a Parent Support Group for Mentally-Handicapped Persons, which <br />recently requested permission to use the Fourth Street property, that this <br />property will not be available to the group. Meanwhile, Council indicated that <br />future usage of the property by any agency will hinge upon the results of an <br />expert evaluation thereof to determine the cost and feasibility of removing <br />asbestos insulation therefrom to meet environmental standards or requirements. <br /> <br />Council acknowledged receipt of a letter (addressed to City Manager Brown) from <br />the Assistant to the Mayor of the City of Burlington, Vermont, on that city's <br />leaf-recycling/composting project, now in its second year, in somewhat of a <br />partnership with private enterprise, the by-products of which in that operation <br />are compost and fertilizer for sale. City Manager Brown, while indicating that <br />he is not now in a position to make some recommendation as to whether such a <br />project might be feasible for Martinsville, pointed to such other possible <br />by-products as generated energy and steam. <br /> <br />Council also acknowledged receipt of a report from the City's Electoral Board <br />on the results of the general election held November 8, 1988. <br /> <br /> <br />
