TUESDAY, NOVEMBER 29, 1988 <br /> <br />Council unanimously adopted the following resolution authorizing City Manager <br /> <br />Brown to file an application with the Virginia Department of Housing & <br /> <br />Community Development which, if approved, said Department will make available <br /> <br />to the City the sum of $215,000.00, from the Department's Partnership Fund, to <br /> <br />finance the rental residential rehabilitation segment of the current <br /> <br />residential improvement program in the area of West ChurCh Street-Market <br /> <br />Street-Fayette Street: <br /> <br />WHEREAS, on February 23, 1988, the Council of the City of <br />Martinsville, Virginia, approved a Residential Improvement Program <br />in the area of Church, Market and Fayette Streets; and <br /> <br />WHEREAS, the project is a comprehensive one that consists of <br />housing rehabilitation and related supportive public improvements; <br />and <br /> <br />WHEREAS, a major element of the total project consists of Rental <br />Residential Rehabilitation; and <br /> <br />WHEREAS, the financing of the Residential Rehabilitation element of <br />the project is to be derived from funds in the amount of $215,000 <br />from Virginia Department of Housing and Community Development's <br />Virginia Partnership Fund to be applied for as follows: <br /> <br />$ 50,000 Single-family Rehabilitation Loan Program, <br />$165,000 Multi-family Rehabilitation Loan Program; and <br /> <br />WHEREAS, VDHCD requires authorization of the administrative officer <br />to apply for and receive a loan reservation; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled November 29~ 1988, that the <br />Council hereby gives said authorization to George W. Brown, City <br />Manager, in order to achieve the rehabilitation of eighteen rental <br />housing units. <br /> <br />In acceptance of City Manager Brown's recommendation, supported by Police Chief <br />Terry L. Roop, Council tentatively reserved usage of a former school building <br />owned by the City and located on Fourth Street, more recently occupied by the <br />W. C. Ham Learning Center (and now vacated or soon to be vacated by the <br />Learning Center) for and by the Police Training Academy, a satellite of the New <br /> <br /> <br />
