TUESDAY, NOV~4BER 29, 1988

the lot or area to be subdivided. Additional revisions to the Subdivision
Ordinance proposed by the Planning Commission involve clarification of existing
terms and phrases." With this report the Commission attached a summary-
comparison of proposed Subdivision Ordinance changes recommended by the
Commission with current regulations and with the changes recommended by the
City Administration. City Manager Brown also, presented, with a transmittal
memorandum report, the City Administration's draft of a new administrative
section of a proposed/revised Subdivision Ordinance which (he stated) is
designed to expedite the processing of subdivision requests as well as

" ..... would go far in eliminating Developers' concerns and will, in our

opinion, serve to provide the growth and development of the City", a goal he
does not foresee attaining under the Planning Commission's proposal. As to the
Commission's suggestion that within certain parameters the City Administration
be vested with the authority of approving proposed subdivisions but, beyond
those parameters, the Commission retain sole authority, City Attorney Worthy
ruled that State statutes do not permit such sharing of authority and
responsibility and that authority in such matters must rest solely either with
the Planning Commission or with the City Administration. Meanwhile, City
Manager Brown reported, further, that the City Administration prefers leaving

" ..... the Administrative provisions of the current Ordinance intact, rather

than adopt the Administrative Provisions ........ recommended by the Planning

Commission because of the difficulty that will be encountered in separating the
Commission Agent's responsibilities from the responsibility of the Planning

Commission ..... " Upon motion, duly seconded and unanimously carried, Council

called for a duly-advertised public hearing to be conducted by Council on the
proposed revisions at Council's forthcoming regular meeting scheduled for
Tuesday, December 13, 1988.
