TUESDAY, NOVEMBER 8, 1988 <br /> <br />projected in the General Fund to increase by 26.15% over 1988-89. Accordingly, <br />a 1992-93 surplus deficit in this fund of $13,516,783.00 was forecast, <br />predicated in part upon an annual transfer of $1,250,000.00 from the Electric <br />Fund to the General Fund but no transfers from the Water and Sewer 'Funds. <br />Council directed that a special meeting of the Council to consider this <br />Financial Forecast, be conducted by Council either during the forthcoming last <br />week in November or soon after December 13, 1988 (prior to the beginning of the <br />preparation of the City's 1989-90 budget). <br /> <br />Council was apprised of approval by the Virginia Department of Waste Management <br />(Division of Litter Control & Recycling) of an application recently filed by <br />theMartinsville-Henry County Clean Community Commission for a supplemental <br />litter control grant of $2,134.32 to be expended during the program year <br />1988-89 within Martinsville, Henry County, and the Town of Ridgeway. <br /> <br />Council acknowledged receipt of a listing of the different levels of <br />programming currently being offered by Adelphia Cable Communications in <br />Martinsville, effective July 1, 1988, including service level names, monthly <br />rates, and various one-time installation charges. <br /> <br />In accordance with the requirements of subsection A. 1. of Section 2.1-344 of <br />the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br />unanimously carried by a recorded vote, Council convened into an Executive <br />Session for the purpose of considering nominees for appointment and/or <br />reappointment to various boards and commissions- At the conclusion of this <br />session, Council reconvened into regular session where, upon motions, duly <br />seconded and unanimously carried, Council appointed Dr. Joanne B.
