TUESDAY, NOVEMBER 8, 1988 <br /> <br />participation--or being asked to participate--in access road construction costs <br />and that the City is under no obligation to participate, whereas Councilman <br />Groden, in concurring with Councilman McClain, noted that the City is living-- <br />and will live--up to its agreement commitment. Mr. McClain noted,'too, the <br />fact that on two recent occasions and for two possible road construction <br />projects, viz., (i) the access road for the Dorn-Will facility and (2) a new <br />access road to Pannill Knitting Company's Roy Street plant, no industrial road <br />access funds are available. Mr. McClain urged, too, that Council defer action <br />on this request, pending exploring in greater depth the possibility that other <br />funds might be made available. Both Vice-Mayor Williams and Councilman Cole <br />raised the question as to whether, if the City grants this request, such action <br />might establish an adverse precedent, with Mr. Willjams indicating further that <br />he might eventually favor granting Dorn-Will's request but would not now do so, <br />particularly in the absence of additional information pertaining thereto. <br /> <br />Mayor Oakes, expressing a desire to" .... help people who are willing to come <br />into the city", also stated that he" .... is in favor of spending $42,370.00" of <br /> <br />the City's money on the access road project, as requested by Dorn-Will. Upon <br />motion, duly seconded and unanimously carried,.Council tabled this matter, <br />awaiting additional information to be developed and presented by City Manager <br />Brown. <br /> <br />Mrs. Janice Mize, Chairman of the Parent Support Group for Mentally Handicapped <br />of Martinsville & Henry County, by letter and in person, accompanied by several <br />interested parents, asked that Council make available to this group the soon- <br />to-be-vacated building now being used by the W. C. Ham Learning Center, in <br />order that this group might conduct a new program for those mentally- <br />handicapped children in the area who do not benefit from sheltered workshop <br />settings or from the special services programs in the local school systems. <br /> <br /> <br />
