TUESDAY, NOVM~BER 8, 1988

maintenance, and operation of the property being leased will be under the
City's supervision and.control, including responsibility for pavement
maintenance, lighting, snow removal, and parking enforcement. In connection
with the proposed hotel project nearby, City Manager Brown informed Council
that, insofar as he knows, there are no changes in the developer's plans for
the project development.

City Manger Brown informed Council that, because of unsuccessful efforts to
obtain State financing aid toward the construction of an access road off Route
58 East (East Church Street) to Dorn-Will Corporation's proposed nursing home
facility and because of increased project cost (estimated total cost to be'S9
million), Dorn-Will is now asking the City to construct, at City expense, 335
feet of the 1,850-foot long roadway, with an estimated cost to the City of
$42,370.00, not including cost of grading. Under the City's agreement with
Dorn-Will for the project, City Manager Brown pointed out that the City is to
provide (for) the required utilities, at City expense, whereas Dorn-Will is
required to pay the entire access road cost in accordance with the terms of the
City's Subdivision Ordinance. If the Council agrees to Dorn-Will's request,
Mr. Brown indicated that the City's cost could be charged to the Industrial
Park Fund, inasmuch as the project, although not classified as an industry,
will represent a sizeable capital investment and will create sixty-five new
jobs, an economic development consideration on which Mr. Brown recommended that
Council grant Dorn-Will's request. Mr. Brown indicated, too, that, without the
City's participating in the roadway development, the roadway--as constructed by
the developer--might not be up to the standards the City would employ. In the
ensuing discussion of this proposition by members of Council, Councilman
McClain pointed out that no mention heretofore has been made as to the City's
