TUESDAY, OCTOBER 25, 1988

in surrounding counties by which, with a Federal "HUD" allotment of
$1,000,000.00, approximately forty single-family houses can be built. Mr.
Cannaday also stated that, except for downpayment requirements, and noting that
land is available, his firm could build and sell 150 houses in Martinsville and
adjacent areas. Upon motion by Councilman McClain, duly seconded and
unanimously carried, Council directed that the City Administration confer with

Nationwide Homes and with other interested developers and" ..... find out what

we as a City can do" (toward making available more affordable housing with the
City).

Inasmuch as, according to Public Works Director Leon E. Towarnicki, some
questions need yet to be resolved, consideration of--and action on--a proposed
lease agreement with the law firm of Young, Haskins, Mann & Gregory was
"tabled" and/or continued.

In receiving a financial report for the period ended September 30, 1988, as
prepared by Finance Director Richard D. Fitts, and noting therein (as pointed

out by Councilman Cole) Mr. Fitts' statement that" ..... sometimes our need to
report to Council in a timely manner precludes ..... "consistency with regard

to, for example, reporting monthly purchased power costs, Council asked that a
report be prepared for Council indicating current requirements as to dates
financial reports shall be presented.

In accordance with the requirements of subsections A. 1. and A. 3. of Section
2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly
seconded and unanimously carried by a recorded vote, Council convened into an
Executive Session for the purposes of (1) considering nominees for appointment/
