TUESDAY, OCTOBER 25, 1988 <br /> <br /> Housing Services Director, which, coupled with the City's Comprehensive Plan, <br /> the City School Board's expressed position, and discussions at the Virginia <br /> Municipal League Level, are helpful but, to be effective, the reports and other <br /> data need to be brought together, i.e., integrated, in order that Council will <br /> <br /> have something with which it can come to grips and" ..... decide what we want <br /> <br />to do". Accordingly, Councilman Cole urged that Council request the City <br />Administration, in defining the problem(s), to present (in clear-out language) <br />a plan, for Council's consideration, by which more affordable housing can be <br />provided within the City. Councilman McClain, however, took the position that <br />Council does not need any more reports on this subject matter, having already <br />received two relevant reports from City Manager Brown reflecting the City <br />Administration's position. Reference was then made to the effect or impact <br />Subdivision-Zoning ordinance revisions, now being considered by the Planning <br />Commission, might have upon any housing program. In response to an inquiry, <br />City Planner/Zoning Administrator Dennis W. Carney indicated that the Planning <br />Commission might present its recommendations, with regard to revisions to the <br />Subdivision Ordinance, by the end of November, 1988. Councilman McClain then <br />proposed that Council set a time limit, i.e., dates by which the Commission <br />should make its recommendations as to said revisions, whereas Councilman Cole, <br />agreeing that the revisions need to be processed, expressed his opinion that <br />such revisions in themselves are not the answers to the housing question. Mr. <br />Cole then referred to a Nelson County housing project and asked if such a <br />project or program might be available to--or undertaken by--the City of <br />Martinsvtlle. Mr. Oscar Cannaday, of Nationwide Homes, Inc., present for this <br />meeting, apprised Council of some of the features of the Nelson County project <br />but, moreover, informed Council of a housing program for moderate-to-low income <br />persons already underway by Nationwide Homes in North Martinsville as well as <br /> <br /> <br />
