All <br />previous ordinances and amendments pertaining to Real Estate <br />Tax Relief for the Elderly and Disabled are hereby <br />rescinded. <br /> <br />Council unanimously postponed further consideration and/or action, pending an <br />anticipated response from Central Telephone Company of Virginia ("CENTEL") as <br />to its position on and the.anticipated effect (upon Centel) of proposed <br />ordinance (identified as Ordinance No. 88-10) introduced at Council's October <br />llth meeting, designed to conform to amended Virginia' Code Section 58.1-3731 <br />whereby Section 2 of Article II of the City's Business-Professional- <br />Occupational License Tax Ordinance would be amended tO~.provide that the City,s <br />license tax on public service corporations will be based upon gross receipts <br />accruing from sales to ultimate consumers instead of, as now, upon gross <br />receipts accruing to persons, firms, or corporations. <br /> <br />Made a part of these minutes, as an addendum hereto, is a copy of a report from <br />Planning Commission Chairman James H. Ford, dated October 5, 1988, addressed to <br />Mayor Oakes, in which report Mr. Ford apprised Council of the status of (1) <br />certain recommendations recently submitted by the special Housing Study <br />Committee to Council and referred by Council to the Commission, (2) a proposed <br /> <br />revised Subdivision Ordinance, and (3) a proposed revised Zoning Ordinance. In <br /> <br />addition, Mr. Ford's report suggested certain proposals by which available/ <br /> <br />affordable housing might be increased or provided in Martinsville. With regard <br />to recent emphasis toward developing'ways and means of providing affordable <br />housing within the City, Councilman Cole pointed out that, in addition to the <br />aforesaid Planning Commission report, Council has received reports from the <br />special Housing Study Committee and from Mrs. Rebecca C.
