TUESDAY, OCTOBER 11, 1988 <br /> <br />Council unanimously concurred with both Mayor Oakes' proposal and City Manager <br />Brown's recommendations and agreed to begin immediately with consideration of <br />nominees for appointment to such a committee. <br /> <br />By reports to City Manager Brown from Mr. Leon E. Towarnicki, Director of <br />Public Works, and from Mr. Joel Baker, Assistant Director of Public Works/ <br />Building Official, current procedures were described for the enforcingof City <br />Code Sections 13-37 and 18-2, which deal with excessive growth of grass, weeds, <br />etc., on vacant properties and with removal or screening of accumulations on <br />private properties, respectively, with Mr. Brown and Mr. Towarnicki concluding <br />that the City's requirements (i.e., ordinances cited) are adequate to <br />accomplish the objectives. Mrs. Nancy Henderson, Chairman of the City/County <br />Clean Community Commission, present for this presentation, concurred with these <br />conclusions. Councilman Cole, however, referred to instances in which, in his <br />opinion, the code requirements were not enforced and, in so doing, he posed the <br />question of how do we go about enforcing and/or applying the code provisions. <br />Vice-Mayor Williams expressed concurrence with Mr. Cole's opinion; however, <br />City Manager Brown pointed to the necessity of exercising discretion in the <br />enforcing of these regulations in order to avoid being in an indefensible <br />position if any charge or action by the City is contested in court. City <br />Manager Brown also recommended against the adopting of more stringent <br />regulations for the control of weeds and debris. <br /> <br />In an updated status report on wastewater color removal, the City <br />administration informed Councilthat, as a result o~ recent tests and studies <br />(with more testing scheduled for chlorination vs. chlorination-ozone methods), <br /> <br />that" .... chemical oxidation at the City's plant is the most practical approach <br /> <br /> <br />
