TUESDAY, OCTOBER 11, 1988 <br /> <br />The local jurisdiction through which the projects traverse <br />will pay 50% of the noise abatement cost; and <br /> <br />The local jurisdiction will already have (adopted) an <br />ordinance requiring developers to include noise abatement <br />measures in their plans for residential and other noise- <br />sensitive developments adjacent to existing highway and <br />future highway alignments previously adopted by the <br />Commonwealth Transportation Board. <br /> <br />In accordance with City Manager Brown's recommendation, Council took no action <br /> <br />on this matter. <br /> <br />Referring to his report entitled, "Problems of Illegal Drug Activities", <br />presented to Council under date of September 27, 1988, City Manager Brown <br />strongly recommended that Council take a leading role toward bringing together <br />all local organizations in a total community effort to reduce and/or eradicate <br />local illegal drug activities, with the first step in that direction being the <br />appointing by Council of an Ad Hoc Steering Committee to develop a <br />comprehensive action plan. In this cause, Mayor Oakes presented the following <br />prepared statement: <br /> <br />I would suggest to the Council that a Steering Committee be <br />appointed, as recommended by the City Manager, whose purpose would <br />be to develop a City-wide program that would address the drug <br />abuse problem within the community. <br /> <br />It is my feeling that this initial committee would be an ad hoc <br />one that would develop the framework for a continuing program. It <br />is recommended that this Steering Committee involve representation <br />from law enforcement, the Patrick Henry Drug & Alcohol Abuse <br />Council, the School System, the Social Services Department, and <br />the Courts. I, along with the City Manager, could serve as ex <br />officio members in an advisory capacity. <br /> <br />Once the action plan is developed, an on-going and permanent <br />committee would be then appointed that would have representation <br />from the medical association, civic clubs, Chamber of Commerce, <br />church groups, and other service-oriented organizations within the <br />community. <br /> <br />I believe that a wide range of citizen involvement will contribute <br />greatly to the success of this effort. <br /> <br /> <br />
