In addition, Mr. McCl'ain recommended that City
Manager Brown seek City Attorney Worthy's legal opinion on this premise.-~.~,

~'~'~.~I!,=~'~== ~---'%~=.~'-C~-~-~ ~ In response to an inquiry, City Planner/Zoning

Administrator Dennis W. Carney reported that the Planning Commission, as a
result of its deliberations on this matter, concluded that usage on both sides
of Spruce Street (i.e., inside and outside of the corporate limits) in this
general area should be the same; thus, the nearby "inside" R-9 zoning should
apply to the "outside" areas in question. Mr. Carney also informed Council
that opposition (from City residents in nearby areas) to the proposed mobile
home park is quite extensive. And, as Councilman McClain pointed out, the
City's R-9 covenants applied to these outside properties, as recommended by the
Planning Commission, will entitle these properties (in compliance with R-9
covenants) to City water service. Upon motion, duly seconded and unanimously
carried, Council accepted the aforesaid Planning Commission recommendations.

Council unanimously went on record as being supportive of a proposed amendment
to Section 19.2-303 of the CODE OF VIRGINIA (1950, and as amended), as
advocated by the Virginia State Crimestoppers Association, which (if enacted)
will authorize Virginia judges to require persons convicted of crimes to make
reimbursement, in whole or in part, to any person or organization who or which
paid a reward for information leading to the convictions of such persons, under
terms and conditions set forth in writing by the judges (or courts).

Council unanimously accepted, with appreciation, a resolution recently adopted
by the West Piedmont Planning District Commission, which resolution commended
the City of Martinsville and the County of Henry upon being designated by the

c~ o
o cu

_-

ooo

o

o

o
