TUESDAY, SEPTEMBER 27, 1988 <br /> <br />Virginia Department of Economic Development on July 13, 1988, as a Certified <br />Community by having achieved certain economic development goals. <br /> <br />In connection with a proclamation recently issued by the Honorable'Gerald L. <br />Baliles, Governor of the Commonwealth of Virginia, recognizing the month of <br />October of 1988 as the Virginia State Recycling Month and noting the increasing <br />importance of exerting efforts to meet the growing problems associated with <br />solid waste management, Mrs. Nancy N. Henderson, who chairs the Martinsville- <br />Henry County Clean Community Commission, appeared before Council and stressed <br />the urgent need for recycling solid waste as well as the need for greater <br />community/citizen involvement; and, City Manager Brown described solid waste <br />management (i.e., collection, reduction, disposal, etc.) as a mammoth problem, <br />the solution to which will require on-going large expenditures, but necessary <br />to improving the environment. <br /> <br />Mr. J. Ronnie Minter, Commissioner of the Revenue for the City, appeared before <br />Council in connection with his written tabulation entitled, "Personal Property <br />1988", which projected total 1988 revenue to the City from this source at <br />$1,673,394.00, for an increase over the prior year of $267,227.00 (or 19%). <br />Most of this increase (or $204,000.00) was attributed to growth in the <br />machinery-and-tools category, whereas an increase of $52,852.00 in tax revenue <br />is expected from the motor vehicle category. At Councilman McClain's <br />suggestion, City Manager Brown was asked to compare Mr. Minter's projections <br />with the 1988-89 budgeted revenue from this source, as included in the General <br />Fund's general property taxes account for 1988-89. <br /> <br /> <br />
