· TUESDAY, SEPTM4BER 27, 1988 <br /> <br />off the east side of Spruce Street, whereby the use of this area connecting to <br />the Ci~y's water system shall be designated as R-9 Residential. In submitting <br />these recommendations, the Planning Commission found that the R-9 Residential <br />designation best corresponds to the adjacent City areas and that the property <br />proposed for the mobile home park is closest to the City's R-9 Residential <br />District nearby in character and use, consistent with City land-use patterns. <br />City Manager Brown, noting that all of these properties are within the City's <br />water service area, pursuant to an agreement (approved in 1982) between 'the <br />City and the County of Henry (and/or the Henry County Public Service <br />Authority), informed Council that, should the City deny water service to Mr. <br />Ford's proposed mobile home park, the Henry County PSA has the right to serve <br />by connecting to the City's water main (being relocated along the Spruce Streetl <br />reconstruction/relocation project now underway) and re-selling City water to <br />Mr. Ford and the mobile home park. In his written comments on this matter, Mr. <br />Brown noted further, that, in the event Council accepts the Planning <br />Commission's foregoing recommendations, Council should formally deny Mr. Ford'si <br />water service request in order that the Henry County PSA might offer water <br />service; or, Council might ask the Planning Commission to give further <br />consideration to land-use designations in that area to permit the City to <br />provide water service. (Note: Mobile home parks, as proposed by Mr. Ford, are! <br />prohibited in the City's R-9 Residential districts or zones; however, the <br />Commission's role in this matter was not to determine whether Mr. Ford and the <br />proposed mobile home park should receive City water service, inasmuch as that <br />is not within the Commission's purview, but, rather, to assist in providing <br />orderly development of these lands adjacent to the City in keeping with the <br />City's nearby R-9 Residential district.) At this point, Councilman McClain <br />raised the question as to whether, should the Council accept the Planning <br /> <br /> <br />
