TUESDAY, SEPTEMBER 27, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Vice-Mayor Clyde L. Williams presiding in the absence of Mayor <br />L. D. Oakes, whose Mother passed away the night of September 26th, was held <br />Tuesday, September27, 1988, in the Council Chamber, City Hall, begsinning at <br />7:30 P.M. With the exception of Mayor Oakes, all members of Council were <br />present, viz., Clyde L. Willjams, Vice-Mayor, William C. Cole, Jr.; Alfred T. <br />Groden; and Allan McClain. <br /> <br />Following the invocation and Vice-Mayor Willjams' cordial welcome to visitors <br />present, Council unanimously approved the minutes of its special meeting held <br />September 9, 1988, and of its regular meeting held September 13, 1988. <br /> <br />In tentative acceptance of the Planning Commission's recommendations on the <br />following petition and related matters, Council called for a duly-advertised <br />public hearing to be conducted by Council at its forthcoming October llth <br />meeting on a petition filed by The Lester Group, Inc., seeking the closing and <br />abandonment of old Liberty Street Extension and a portion of North Townes <br />Street, coupled with a proposal that Council accept the recently-constructed <br />new Liberty Street Extension and Townes Street right-of-ways into the City's <br />Street System. <br /> <br />By report dated September 19, 1988, the Planning Commission recommended that <br />(1) R-9 Residential covenants be applied to the site or area in which Mr. Jimmy <br />Ray Ford proposes to construct and operate a mobile home park, for which Mr. <br />Ford has requested City water service, which site is located off the east side <br />of Spruce Street, outside the City's corporate limits, and (2) covenants be <br />established for theMartinsville Water Service Area situated in Henry County, <br /> <br /> <br />
