TUESDAY, SEPTEMBER 13, 1988 <br /> <br />Memorial Boulevard, Fayette Street, and West Church Street, and that the <br />project appears to be proceeding according to schedule, with bid proposals to <br />be invited (by public advertisements and otherwise) during the forthcoming <br /> <br />month of October. <br /> <br />City Manager Brown informed Council that, as now proposed, new and more <br />restrictive regulations governing solid waste disposal are scheduled to become <br />effective in January of 1989, although he will attempt to obtain a postponement <br />until the beginning of the City's next fiscal year (in order that <br />municipalities can budget for additional costs associated with such <br />regulations). In connection therewith, Mr. Brown noted that he initially <br />requested in his recommended City Budget for 1988-89 funds in the amount of <br />$76,300.00 to cover the cost of installing five hundred feet (500') of 72-inch <br />drainage pipe (or culvert) in a portion of the City's landfill facility, plus <br />some other related work, which would have provided four more years in the life <br />of the disposal area; however, with a subsequent reduction in the amount <br />requested, the drainage pipe project was reduced to three hundred feet (300'). <br />Accordingly, Mr. Brown reported, to extend the project from three hundred feet <br />to the original five hundred feet will cost $30,400.00 for which, if <br />authorized, funds in a like amount would need to be appropriated by Council. <br /> <br />City Manger Brown formally informed Council that he has reassigned duties and <br />responsibilities of Mr. James W. Hopkins, who retired on August 31, 1988, from <br />the position of Assistant Director of Public Works to several present City <br />employees (rather than seek a single replacement), resulting in a savings for <br />the current fiscal year of $37,212.00, with an annualized savings of <br />$44,650.00, including fringe benefits cost at a rate of 31% of salaries. <br />Accordingly, Mr. Brown has promoted Mr. Joel Baker, Building Official, to the <br /> <br /> <br />
