TUESDAY, SEPTEMBER 13, 1988

position of Assistant Director of Public Works, with Mr. Baker to continue
carrying the title of Building Official, with the understanding that Mr. Robert
T. Evans, Senior Building Inspector, and Mr. Hassell E. DeShazo, Building
Inspector, will assume greater responsibility for inspection services under the
guidance of Mr. Baker. Mr. Brown reported further that the responsibilities
heretofore carried by the Building Official (Mr. Baker) for the administration
of the City's Zoning Ordinance, as well as matters involving the City's Board
of Zoning Appeals, are being transferred to Mr. Dennis W. Carney, City Planner,

whose revised title is being designated City Planner/Zoning-'Administrator. In

matters pertaining to the Public Works Department's Street Division, the

administration thereof will become the responsibility of Mr. Elmer E. Pingry,
II, Projects Engineer.

City Manager Brown informed Council that the major difference between the
City's initially-adopted General Fund budget for t987-88 and the subsequently-
revised General Fund budget for 1987-88 is attributed to the establishing
during that year of a new Street Maintenance Fund to record appropriations,
revenues, and expenditures for street maintenance separately from all other
funds (this activity having heretofore been a part of the regular General Fund
budget) in order to qualify for and receive the maximum amount of State funds
for activities/transactions associated with street maintenance (which includes
street marking/signs, traffic signal operation/maintenance, and street
cleaning). Thus, the adopted General Fund budget for 1987-88 of $21,435,742
was reduced to $20,172,122.
