TUESDAY, SEPTEMBER 13, 1988 <br /> <br />the Henry County Board of Supervisor's application for funding assistance <br />from-and-by the Virginia Community Development Block Grant program for a <br />proposed Route 714 industrial development project (viz., access road <br />construction, sewer line, and drainage facilities to serve two new.industrial <br />plants which will create 110 new jobs). <br /> <br />In response to recent queries or requests from Councilman Cole and Vice-Mayor <br />Willjams, City Manager Brown relayed copies of Public Works Director Leon E. <br />Towarnicki's September 1st memorandum report (addressed to Mr. Brown) (A) <br />summarizing the number of motor vehicle accidents which occurred at twenty-one <br />street intersections within the City during the calendar years 1986 and 1987 <br />and for the first six months of calendar 1988, and (B) concluding that <br />conditions found at a vacant lot adjacent to property owned by Mrs. Ruby StultZ <br />at 108 Pony Place are insufficient to warrant applying the enforcement <br />provisions (as to keeping vacant lots free of excessive growth of grass and <br />weeds) of Section 13-37 of the City Code. With regard to the traffic accident <br />data report, Councilman Cole concurred with Mr. Towarnicki's finding that <br />additional information (such as that which would include geometry, weather <br />conditions at the times of accidents, physical conditions of drivers involved, <br />andaccident/vehicle ratios) should be provided whereby a more realistic <br />picture, in the interest of highway safety, can be developed. Councilman Cole <br />also urged that the compiling of such data be on-going and updated <br />periodically. <br /> <br />As a follow-up to a recent inquiry from Vice-Mayor Willjams, City Manager Brown <br />informed Council that the Virginia Department of Transportation has completed <br />acquisition of rights-of-way (although with some difficulty in several <br />instandes) necessary for the proposed improvement of the intersection involving <br /> <br /> <br />
