TUESDAY, AUGUST 23, 1988 <br /> <br />inquiries regarding (1)the feasibility of purchasing/installing retro-fit kits <br />to bring present equipment into compliance with Federal regulations and (2) the <br />feasibility of leasing buses. The School Board proposed that such a reserve <br />fund be initially established by proceeds anticipated from the sale of six <br />school division vehicles (three passenger cars and three activity vans), with <br />subsequent required financing from annual budgetary appropriations. <br /> <br />By report (dated August 16, 1988) from Mr. Leon E. Towarnicki, Director of <br />Public Works, to City Manager Brown, in which report the City's present refuse <br />collection-and-disposal facility and operations were reviewed, Council was <br />apprised of the anticipated impact of proposed solid waste management <br />regulations upon the City's solid waste (land-fill) disposal facilities/ <br />operations. Facets of such proposed regulations may include monitoring of <br />nearby wells, locations and designs of land-fill disposal operations, <br />groundwater monitoring, liner requirements, leachate monitoring and collection, <br />closures, and shelters and sanitation facilities for on-site personnel, as well <br />as may require extensive record-keeping. Mr. Towarnicki reported, further, <br />that while land-filling (as a method of refuse disposal) currently is by far <br />the most economical of disposal methods, provided land is available in close <br />proximity to the generating source, and that the City's present land-fill site <br />(situated off Clearview Drive, State Road 662) has an estimated life yet of <br />twenty years, alternative methods are in use elsewhere, one of which achieves <br />mass reduction by incineration whereas another, also by incineration, generates <br />power/steam along with mass reduction. In addition to preparing for the City's <br />future needs, City Manager Brown suggested that the City might consider going <br />to "private collection" of the City~s refuse and, concurring with Councilman <br />Cole, should consider the feasibility (jointly with Henry County) of recycling <br />refuse and generating power/heat from incineration. <br /> <br /> <br />
