3i6 -- <br /> <br />TUESDAY, AUGUST 23, 1988 <br /> <br />After reviewing with City Manager Brown his written analysis of the Special <br />Housing Study Committee's report and recommendations submitted to Council on <br />July 26, 1988, Council referred to the Planning Commission, for its <br />consideration and report (the report back to Council being requested filed <br />within the next thirty-to-sixty days), four of the Committee's ten <br />recommendations, which four lie within the Commission's direct interest and <br />purview, pertaining to (1) subdivision standards, (2) administration of the <br />City's Subdivision Ordinance, (3) the forthcoming proposed Zoning Ordinance, <br />and (4) proposed "new" usage of a portion of J. Frank Wilson Park off East <br />Church Street Extension. Meanwhile, City Manager Brown reported the receipt of <br />a petition from thirty-three citizens in support of a recent editorial in the <br />local newspaper in opposition to the proposed "new" usage for that portion of <br />the J. Frank Wilson Park not now utilized or needed for recreational purposes <br />(viz., that consideration be given to dedicating such portion specifically for <br />housing). <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />Monthly financial report for period ended July 31, 1988, <br />prepared on the "cash accounting method", with some <br />discussion of this method versus the "accrual accounting" <br />principle reflected in the City's annual reports; <br /> <br />Co <br /> <br />On demolition (in process) of a condemned residence at 204 <br />Park Street; <br /> <br />On the Virginia Department of Transportation's highway-street <br />construction project allocations and its Six-Year <br />Construction Program, with City Manager Brown noting that, <br />hopefully, in light of the cost of widening Spruce Street, a <br />project now underway, there is reason to expect that the <br />bridge replacement project on East Church Street, now <br />scheduled to begin in 1990-91 fiscal year, can be undertaken <br />much sooner and, too, that the Commonwealth Boulevard <br />Extension project may be rescheduled to an earlier date; <br /> <br /> <br />
