TUESDAY, AUGUST 23, 1988 <br /> <br />which the Commission returned to the Council meeting and recommended that <br />Council authorize issuance of the special-use permit upon the conditions that <br />(1) additional "screening" shall be provided along the southwest border of the <br />Mall, (2) a properly-engineered site plan (showing locations of buildings) be <br />prepared and filed with the Commission, (3) a five-lane entrance/exit be <br />provided along East Church Street, and (4) the developer-owner (The Covington <br />Company) reimburse the City for the cost of a traffic controller unit opposite <br />the five-lane entrance/exit if such a controller is deemed necessary and is <br />installed. Council Unanimously accepted the Commission's'report and <br />recommendations and, upon motion, duly seconded and unanimously carried, <br />authorized the issuance of a special-use permit, which is to include the <br />foregoing cited conditions. Meanwhile, Council concurred with Councilman <br />Cole's expression of appreciation of the Commission's on-going work on behalf <br />of the City. <br /> <br />Council unanimously approved, for City Manager Brown's execution on behalf of <br />the City of Martinsville, a lease agreement (i.e., Deed of Lease) with Yellow <br />Cab Company of Martinsville & Henry County, lessee, by which Yellow Cab Company <br />will be allowed, on a year-to-year basis, to continue operating its taxi stand <br />off Broad Street on property recently leased by the City from GBG Enterprises <br />(see minutes of Council meeting held July 26, 1988, pages 297 and 298), with <br />the understanding that lessee will upgrade the taxi-stand building at lessee's <br />expense, for which lessee will pay no rental to the City; however, lessee will <br />pay rental to the City on four parking spaces used by Yellow Cab Company. <br /> <br />Council tabled for further consideration the City School Board's request that a <br />reserve fund be established to finance the cost of replacing seventeen of the <br />local s~hool system's school buses, pending responses to Councilman McClain's <br /> <br /> <br />
