TUESDAY, JULY 26, 1988 <br /> <br />An audit by the Virginia Department of Transportation confirm- <br />ing that the City, during f~scal 1986-87, expended (for <br />eligible street maintenance purposes) funds equal to or in <br />excess of allocated funds received from the Virginia <br />Department of Transportation, as required by this agency (with <br />expenditures being $1,340,717.00 against VDOT funds provided <br />of $1,239,198.00 for an expenditure excess of $101,519.00); <br />and <br /> <br />Procedures under which the City's Electric Department <br />personnel respond to local power outages; and priorities <br />assigned for restoration of service. <br /> <br />Pursuant to the requirements of subsections A-i, A-3, and A-7 of Section <br />2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly <br />seconded and unanimously carried by a recorded vote, Council convened into an <br />Executive Session to consider personnel, legal, and real estate matters; and, <br />at the conclusion of this Executive Session, Council reconvened into regular <br />session and unanimously authorized City Manager Brown to enter into <br />negotiations with Lester Properties for the sale of a small tract of "surplus" <br />property, or residue, acquired (by gift) by the City for construction of an <br />industrial access road between Franklin and Liberty Streets to serve the <br />Franklin Street plant of Tultex Corporation. <br /> <br />In tentative acceptance of a report and recommendation from the Planning <br />Commission, Council called for a duly-advertised public hearing to be conducted <br />by Council at its forthcoming August 9th regular meeting on a petition filed by <br />Ms. Irene Bennett seeking (1) the rezoning of Lot No. 19 situated at 411 <br />Starling Avenue from R-6 Residential to P-2 Professional and (2) an amendment <br />to the City's Zoning Ordinance by which catering services will be a permitted <br />use in P-2 Professional Districts, subject to limitations and/or conditions <br />recommended by the Planning Commission for incorporation in said amendment. <br /> <br /> <br />
