TUESDAY, JUNE 28, 1988 <br /> <br />Under this proposal a Joint Dispatch Center would be established to <br />receive, process and dispatch all calls for fire, rescue, and law <br />enforcement services originating in both the City and County. The <br />physical location of the Center will be in space to be constructed on <br />the fourth floor of the County Administration Building. <br /> <br />The Joint Dispatch Center would function independent of all <br />City/County functions including the Police Department and the County <br />Sheriff's Department. It would be governed by a Board of Directors, <br />which would consist of the following six members: the City Manager, <br />Police Chief, Fire Chief, the County Administrator, Sheriff, and <br />Public Safety Director. However, in order that the County may continue <br />to receive reimbursement from the Compensation Board of five of the <br />dispatcher positions, all employees of the Joint Dispatch Center will <br />be paid through the County. <br /> <br />E911 System <br /> <br />Central Telephone Company (Centel) has submitted a proposal to provide <br />the E911 service at the Joint Dispatch Center for all customers in <br />Martins- ville and Henry County. <br /> <br />Under the proposed system, all calls for fire, rescue, and law <br />enforcement service will be received at the Center and dispatched from <br />there to the appropriate agencies in the City and County. The system <br />includes Automa- tic Number Identification of all calls received. <br />When a call is received, a computer screen will display to the <br />dispatcher the name and address of the caller, based initially on <br />information in Centel customer records. The Center staff can input <br />additional data into the system, such as proximity to which fire <br />station for faster response time. <br /> <br />The proposed date for implementation of the E911 system is January, <br />1990. <br /> <br />Cost <br /> <br />The total initial capital cost payable to Centel for the above system <br />is $615,257. The estimated local costs for establishment of the <br />Center, including space renovation and moving all related equipment <br />from the Sheriff's and Police Departments, is $325,000, totaling <br />$940,257. Centel's total system cost for the first four years is <br />$1,077,005.54 which includes maintenance for the third and fourth <br />years of $105,378.48, plus a 3% collection allowance of $31,369.06. <br /> <br />We recommend that the capital costs be paid by the imposition of a <br />uniform surcharge on all telephone access line in the City and County, <br />as provided under Section 58.1-3813 of the Code of Virginia. We <br />propose a rate of $0.72 per month to cover initial capital costs. <br />According to our calcula- tions, receipts at this rate would cover <br />capital costs in 48 months, at which time the surcharge would be <br />reduced to cover on-going maintenance costs of the system charged by <br />Centel. <br /> <br /> <br />
