TUESDAY, JUNE 28, 1988 <br /> <br />ADDEND~I <br /> <br />The following is a copy of City ~anager Brown's June 22nd report and <br />recommendation on the proposed implementation of an E911 emergency telephone <br />system: <br /> <br />On August 11, 1987, Council authorized a study of the feasibility of <br />implementing an E911 Emergency Telephone'System in the City. The <br />Administration has completed our review of this matter. The study <br />included an analysis of the feasibility of the following alternatives: <br /> <br />The implementation of a system with a Public Service Answer-.ing <br />Point (PSAP) with required dispatchers designed to provide service <br />for Martinsville only; <br /> <br />A system having equipment designed to serve both Martins- ville <br />and Henry County but providing a separate PSAP with dispatchers in <br />each jurisdiction; and <br /> <br />3. A joint City/County system and communications center. <br /> <br />After thorough study of these alternatives with officials of Henry <br />County and Central Telephone Company it was agreed that Alternative 3 <br />(a joint City/County System and Communications Center) was the most <br />desirable and cost-effective method of implementing and operating an <br />E911 Emergency Telephone System for both the City and County. In <br />addition, the joint system will, in our opinion, provide the most <br />efficient and cost-effective service to the citizens of Henry County <br />and Martinsville. Therefore, the following is a report and <br />recommendation for implementing a joint City/County E911 Emergency <br />Telephone System. <br /> <br />The following is a general description of the proposed Joint Dispatch <br />Center, the E911 System, Capital, Maintenance and Operating Cost, and <br />Council action required to implement the System as recommended. <br /> <br />Joint Dispatch Center <br /> <br />The City Administration and County Staff have reached agreement on the <br />terms and conditions under which the joint E911 System could be imple- <br />mented which are contained in the documents and proposals contained in <br />this report. The County Board of Supervisors will review this same <br />material at their meeting on June 27, 1988. <br /> <br /> <br />
