TUESDAY, JUNE 28, 1988

ADDEND~I

The following is a copy of City ~anager Brown's June 22nd report and
recommendation on the proposed implementation of an E911 emergency telephone
system:

On August 11, 1987, Council authorized a study of the feasibility of
implementing an E911 Emergency Telephone'System in the City. The
Administration has completed our review of this matter. The study
included an analysis of the feasibility of the following alternatives:

The implementation of a system with a Public Service Answer-.ing
Point (PSAP) with required dispatchers designed to provide service
for Martinsville only;

A system having equipment designed to serve both Martins- ville
and Henry County but providing a separate PSAP with dispatchers in
each jurisdiction; and

3. A joint City/County system and communications center.

After thorough study of these alternatives with officials of Henry
County and Central Telephone Company it was agreed that Alternative 3
(a joint City/County System and Communications Center) was the most
desirable and cost-effective method of implementing and operating an
E911 Emergency Telephone System for both the City and County. In
addition, the joint system will, in our opinion, provide the most
efficient and cost-effective service to the citizens of Henry County
and Martinsville. Therefore, the following is a report and
recommendation for implementing a joint City/County E911 Emergency
Telephone System.

The following is a general description of the proposed Joint Dispatch
Center, the E911 System, Capital, Maintenance and Operating Cost, and
Council action required to implement the System as recommended.

Joint Dispatch Center

The City Administration and County Staff have reached agreement on the
terms and conditions under which the joint E911 System could be imple-
mented which are contained in the documents and proposals contained in
this report. The County Board of Supervisors will review this same
material at their meeting on June 27, 1988.
