TUESDAY, JUNE 28, 1988

police officers from "desk" and "dispatch" duties to more demanding

responsibilities; whereas, Fire Chief W. Lewis Reeves cited the advantage, in

receiving and responding to fire calls, of the terminals which will display

locations and addresses of callers. Meanwhile, Councilman McClain, while

indicating concern with the operating system and additional costs (which

additional costs may be offset by staff reductions), described the proposed

joint venture as being commendable. Upon motions, duly seconded and

unanimously carried, Council took the following actions on this matter:

A. Approved an agreement with the County of Henry providing
for the operation of a Joint Dispatch Center;

B. Approved By-Laws governing the operation of a Joint Dispatch
Center;

Approved a three-way agreement between Central Telephone
Company of Virginia, the County of Henry, and the City of
Martinsville providing for the purchase and maintenance of
equipment for the system; and

Accepted for introduction a proposed ordinance which will
levy a surcharge on local telephone access lines (i.e.,
customers) to finance the cost of facilities and to finance
the cost of necessary equipment and the maintenance thereof,
and called for a duly-advertised public hearing to be
conducted on said proposed ordinance and surcharge at
Council's forthcoming regular July 12th meeting.

Subject to approval by Council, the City School Board announced that it proposes
to allow children of all non-resident City employees to attend the City schools
tuition-free, beginning with the 1988-89 school year, a policy that was in force
for a number of years prior tO its being discontinued as of June 30, 1977.
Council continued this matter for discussion in Executive Session.
