TUESDAY, JUNE 28, 1988 <br /> <br />Planning Commission's recommendation that Council approve the Blackwell's <br />petition. Speaking on behalf of the petition were Mr. Blackwell and Mr. Ottis <br />Birge, the latter being Executive Director of the Piedmont Regional Community <br />Services Board ("Chapter 10"), of which agency the Patrick Henry Mental Health <br />Center is a part. Mr. Birge informed Council that, in recent Conferences with <br />residents of the nearby Pine Street-Watt Street area, most of the concerns <br />previously registered by these citizens have been resolved. Mr. Birge also <br />described the general operation and supervision of the proposed group home and <br />its residents and, too, indicated that a five-year lease of the Blackwell <br />property for the group home is proposed. Meanwhile, a question raised about <br />the adequacy of water pressure in that area was resolved, with there being no <br />question as to adequacy of supply. Mr. William. H. Hooper, on behalf of some <br />forty residents of the area, noted some of the concerns shared by these <br />residents, viz., that the group home at that location might adversely affect <br />area residential property values as well as generate more motor vehicle <br />traffic; however, Mr. Hooper indicated that, if the petitioners' request is <br />granted and no problems arise from the group home during its first year, he <br />will then no longer have any concerns. There being no other citizens desiring <br />to speak to this matter, Mayor Oakes declared this public hearing closed; <br />whereupon motion, duly seconded and unanimously carried, Council effected the <br />requested P-2 zoning by adopting an ordinance amending the City's Zoning Map <br />and authorized the issuance of a Special-Use Permit, Council (1) effected the <br />requested P-2 zoning by adopting an ordinance amending the City' Zoning Map and <br />(2) authorized the issuance of a Special-Use Permit, subject to the conditions <br />recommended by the Planning Commission that (a) seven on-site motor vehicle <br />spaces be provided in the manner specified by the Planning Commission, and (b) <br />not more than ten patients reside at the group home at any one time, plus a <br /> <br /> <br />
