TUESDAY, JUNE 28, 1988 <br /> <br />A motion was then introduced, and duly seconded, that Council reappoint Messrs. <br />Edwards and Carter to membership on the School Board for new three-year terms <br />beginning July 1, 1988. In an ensuing discussion of the motion, Vice-Mayor <br />Williams explained that, having resolved some once-held reservations regarding <br />one of the incumbents, he now fully supports the motion on the floor. The <br />motion was unanimously carried. <br /> <br />In the absence of information indicating that a satisfactory agreement has been <br />reached between Mrs. Evelyn H. Stone and Messrs. Thomas U. and Richard O. <br />Stockton to provide access to a portion of an alleyway extending eastward from <br />Moss Street to the east side of Lots Nos. 38 and 74, between West Main Street <br />and Fayette Street, which alleyway Mrs. Stone has requested be closed and <br />abandoned (see Council minutes of its regular meeting held June 14, 1988, page <br />261) and the closing and abandonment thereof being subject to such an <br />agreement, Council continued this matter to its next regular meeting. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on <br />Mr. & Mrs. Shelton E. Blackwell's petition seeking P-2 Professional zoning and <br />a Special-Use Permit for their property at 601 East Church Street (corner of <br />Pine and East Church Streets) to allow for the operation by the Patrick Henry <br />Mental Health agency of a group home at that location for non-violent adult <br />mental patients released or to be released from mental institutions as a <br />transitional phase between institutional care and self-sufficiency. Explaining <br />the need for a special-use permit for this type of usage, and noting that the <br />P-2 zoning (requested) will be in conformance with the City's Land Use Plan, <br />was Mr. Dennis Carney, City Planner.
