270

TUESDAY, JUNE 28, 1988

A regular semi-monthly meeting of the Council of the City of Martinsville,
Virginia, with Mayor L.'D. Oakes presiding, was held Tuesday, June 28, 1988, in
the Council Chamber, City Hall, beginning at 7:30 P.M. All members of Council
were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William
C. Cole, Jr.; Alfred T. Groden; and Allan McClain.

After the invocation and a cordial welcome extended by Mayor Oakes to visitors
present, the Mayor explained the absence from this meeting of City Manager
George W. Brown because of the death on June 27th of Mr. Brown's brother, Estes
Clyde Brown, of South Boston, Virginia.

Council unanimously approved the minutes--as recorded--of its regular meeting
held June 14, 1988.

In connection with the forthcoming expiration (on June 30, 1988) of the School
Board terms of Messrs. Worth H. Carter, Jr., and William W. Edwards, Jr., both
of whom have expressed their desires to be reappointed for new terms, for which
two positions Mark A. Crabtree; D.D.S., and John H. Walrod, D.D.S., have also
applied, Councilman Cole offered the following prepared statement:

For the past few weeks, members of Council, individually and
collectively, have given a great deal of thought to the two
pending appointments. Four fine candidates have made themselves
available for three years of demanding public service. The
school system has been faced with various internal problems
involving personnel. It has been difficult for some of us to
understand some of these problems; yet, I am satisfied that the
present School Board has dealt effectively with those problems.
In addition, there are other problems, caused by inadequate
State financing, which continue to plague us. The solutions
thereof call for a maximum degree of skill and knowledge on the
part of the members of our School Board. For these reasons, I
fully support the reappointments of Mr. William Edwards and Mr.
Worth Carter.
