TUESDAY, JUNE 14, 1988

considerable funds for both capital outlays and operation/maintenance. Mr.
Brown suggested, further, that Council give further consideration to eventually
implementing such a program (see page 247 of minutes of Council meeting held
May 10, 1988) before undertaking or authorizing the playground/minipark
requested for Salem Street/Sellers Street area. A number of residents of that
area and/or area supporters of the request, including Mrs. Peggy Ross, appeared
before Council and reported that, through their own interest and efforts, they
have cleared the land and (through various area projects) have raised $1,680.00
toward the cost of developing the playground. In addition, these citizens
cited the advantages of such a playground .for their children, pointing out that
it would enable the parents to keep their children near home and therefore, not
expose the children to various kinds of dangers (such as "drugs", etc.) they
will encounter if they seek recreational outlets in other areas away from their
homes. Councilman Cole, while indicating respect for the City Manager's
concerns on this subject matter, urged that Council appropriate sufficient

funds (probably as much as $1,274.00) for playground equipment" .... to get them

going" but, subsequently, deferred to Councilman McClain's concerns as to
whether Council should embark on this type (i.e., mini-park) program, meanwhile
raising the question as to whether the City would maintain the requested
playground even if developed and equipped by private funds. In addition, Mr.
McClain pointed to the difficulty of funding the equipment cost at this time.
While commending these citizens for their interest and efforts, and urging them
to continue their fund-raising program (with the assistance of City Manager
Brown and Recreation Director Herbert O. Hughes), Council took no action on the
initial request but, nevertheless, assured these citizens of Council's
continuing interest in this matter.
