TUESDAY, JUNE 14, 1988

and Ellsworth Streets, which installation and equipment were estimated by City
Manager Brown to cost $15,000.00 for a simple signal installation (using wood
poles, etc.) or as much as $35,000.00 if using metal mast arm poles (the latter
being the preference), for either of which there would be no State aid inasmuch
as a traffic signal at this location was not included by the State in the
original Market Street construction projected financed 95% by the State and 5%
by the City, nor was it included in a subsequent shared-cost request for
signals at three other intersections along Market Street. In making their
request, petitioners pointed out that such a traffic signal at Market and
Ellsworth streets will greatly decrease the very real traffic danger now
existing at this location as well as greatly enhance the flow of traffic at
peak shift-change hours without impeding through traffic along Market Street if
the signal light is traffic-activated, as requested.

City Manager Brown reported that, as a result of a decision to purchase
bleachers for English Field, instead of renting them as initially planned, and
as a result of replacing the light poles at English Field (see Council minutes
of November 10, 1987, page 123), costs of $11,146.00 have been incurred by the
City over and above his original estimate of $97,210.00 as to the City's
(direct) cost; however, Mr. Brown recommended that a projected total cost
difference of $11,790.00 be financed with funds available in a Recreation
Activity checking account. Council unanimously accepted the report and
recommendation, thus revising the original funding for improvements to English
Field (in connection with a $250,000.00 commitment by the City with the
Appalachian League, which Mr. Brown estimated has been met and exceeded by
$11,652.50 on the basis of market value) to read for budgeted costs:
