TUESDAY, JUNE 14, 1988 <br /> <br />WHEREAS, the City of Martinsville is a participating member of <br />the Central Piedmont Employment Consortium by virtue of having <br />adopted a resolution authorizing the execution of a cooperative <br />agreement; and <br /> <br />WHEREAS, the Consortium has served to plan, establish, and <br />operate a comprehensive training and employment service delivery <br />system according to provisions of the Job Training Partnership <br />Act of 1982; and <br /> <br />WHEREAS, the Consortium has consisted of a policy board, private <br />industry council, and an administrative entity as required by the <br />cooperative agreement, each with certain duties and responsibili- <br />ties; and <br /> <br />WHEREAS, there appears to be a need to redefine the existing <br />roles and to restructure the manner and method the Consortium <br />operates; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled June 14, 1988, that the <br />existing cooperative agreement is hereby amended, as set forth in <br />the enclosed, and is hereby renamed a "Jurisdictional Agreement," <br />to become effective upon adoption of concurring resolutions by <br />the required number of participating jurisdictions as set forth <br />in Section 13, Cooperative Agreement. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted and <br />approved an annual update of the City's Overall Economic Development Plan, as <br />transmitted under date of June 6, 1988, by the City's Overall Economic <br />Development Committee. <br /> <br />Subject to receipt of--and concurrence with--a funding recommendation from City <br />Manager Brown, which proposed funding is not to adversely affect the City's <br />General Fund surplus or be derived from General Fund surplus, Council <br />unanimously approved a petition jointly filed by Pannill Knitting Company, <br /> <br />Inc., American of Martinsville, Piedmont Trust Bank, CRESTAR Bank, Wheat First <br />Securities, IN SEASON (Ltd.), and Mr. James W. Severt, asking for installation <br />by the City of a traffic-activated signal light at the intersection of Market <br /> <br /> <br />
