TUESDAY, JUNE 14, 1988 Residential to P-2 Professional and (2) a Special-Use Permit to allow for the operation (by the Patrick Henry Mental Health Center) of a group home at Said location for non-violent adult patients released from mental institutions, to enable such patients to adjust or re-adjust to normal outside-world life through day employment and supervised therapy. The Planning Commission, having duly considered this petition and noting (for the most part) concerns registered by some forty (40) neighborhood residents have been alleviated, recommended that the petition be approved, subject to (1) the providing of seven motor vehicle parking spaces on-site in a manner and at a location specified by the Commission and (2) the condition that not more than ten persons reside at the group home at any one time. Council unanimously adopted (on second reading) the following ordinance No. 88-6 which amends the City's Building Code by establishing a permit-inspection fee schedule applicable to amusement rides and devices: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled, that Section 6.1 (Permit Fees) of Article VI of the Building Code of the City of Martinsville, Virginia, be--and is hereby-,amended by adding thereto the following subsection identified as Subsection 6.1g--Amusement Devices & Attractions: 1. For issuing each permit .............. $ 5.00 In addition for each device or attraction defined as a "major attraction" (ASTM Standards): Inspection Fee when performed by City Inspection Division or certified persons retained by the City ...................... $2O.00 Inspection Fee when performed by certified inspector retained by the owner .......... $ 2.00 o Inspection Fees for "kiddie rides", as defined by Section 200 of the VADR, shall be one-half the rate for major attractions.
