<br />CONDITIONS
<br /> Following required survey, an appropriate map shall be
<br /> prepared reflecting the vacating and abandonment of said
<br /> alleyway, which map shall be presented to the City
<br /> Planner and, after his approval, must be filed with the
<br /> Clerk of Martinsville City Circuit Court for recordation.
<br />
<br />BE IT FURTHER ORDAINED by said Council that, an'emergency existing,
<br />this ordinance shall be in force on and after May 25, 1988.
<br />
<br />Also, pursuant to duly-published notice, Council conducted a public hearing on a
<br />
<br />proposed budget for the City of Martinsville for the fiscal year beginning July
<br />
<br />1, 1988, predicated on retention of the same property tax rates as were in
<br />
<br />effect for 1987-88. There being no objections registered by any citizen to the
<br />
<br />proposed budget (as previously revised), Mayor Oakes declared this public
<br />
<br />hearing closed; whereupon motion, duly seconded and unanimously carried, Council
<br />
<br />adopted said proposed budget and established for 1988-89 the same property tax
<br />
<br />rates as were in effect for 1987-88 through the following ordinance (duly
<br />adopted) identified as Ordinance No. 88-7:

<br />BE IT ORDAINED by. the Council of the City of Martinsville, Virginia, in
<br />regular meeting assembled this 24th day of May, 1988, that the following
<br />sums of money be and hereby are appropriated--by Funds--for the City's
<br />fiscal year ending June 30, 1989, from the following Fund sources of
<br />estimated revenue:
