TUESDAY, MAY I0, 1988 <br /> <br />that Section 15.1-481 of the CODE OF VIRGINIA (1950, and as amended) permits, <br />with consent of governing bodies, the vacation of subdivision plats, in which <br />no lots or parts of thereof have been sold, without any advertised public <br />hearing. In acceptance of City Manager Brown's recommendation that the <br />Planning Commission, at least, review this matter and report thereon back Zo <br />Council as soon as possible (so that planned development of the property by <br />Harris-Teeter can proceed without undue delay), Council so referred this matter <br />to the Planning Commission. <br /> <br />City Manager Brown presented, for Council's information and consideration, an <br />enlarged map of the City on which was plotted not only the locations of present <br />City parks, including several neighborhood parks, but also the suggested sites <br />for fourteen (14) mini-parks for use by preschool-through-third grade children <br />living in or near the suggested sites, which sites were identified as Stultz <br />Road, Clearview Drive, Mountain Road, Pine Hall Road, Salmon Street, Sellers <br />Street, Burchland Drive, Forest Street, Sylvan Avenue, Cherokee Trail, Country <br />Club Drive, Morningside Lane, Meadowview Lane, and Bethel Lane. City Manager <br />Brown pointed out that development of such mini-parks would be contingent upon <br />a number of factors, such as neighborhood interest, availability and <br />acquisition of sites, and like matters. Meanwhile, Councilman Cole reported <br />that efforts are underway to ascertain neighborhood interest in--and support <br />for--the heretofore requested Sellers Street mini-park. <br /> <br />City Manager Brown, referring to recently-submitted alternate methods and <br />estimated costs thereof to provide access facilities for handicapped persons in <br />the recreational areas of the City's water impounding reservoir, reported that <br /> <br /> <br />
