TUESDAY, MAY 10, 1988 <br /> <br />no response has been received from the Henry County Supervisors to Council's <br />invitation to share with the City in the cost of providing such access <br />facilities. <br /> <br />The City Manager also reported that the City of Martinsville's recently-fi-led <br />application for a grant of $700,000.00 (for the City's proposed rehabilitation <br />project for the West Church Street-Market Street-Fayette Street areas) has been <br />approved (Martinsville's application having been ranked Number 2 of <br />thirty-eight such applications filed). <br /> <br />Resuming its consideration of the City Manager's recommended 1988-89 City <br />Budget, as revised, and generally accepting additional reductions therein <br />proposed by City Manager Brown's May 4th memorandum (although Councilman <br />McClain stated that these reductions are not as he had envisioned), Council <br />unanimously, but tentatively, approved the proposed budget, as revised, and <br />called for a duly-advertised public hearing to be conducted thereon at <br />Council's forthcoming May. 24th regular meeting. Meanwhile, pointing to the <br />City's future financial uncertainties, Councilman Groden urged (in the form of <br />a motion) that Council take immediate action to increase the City's General <br />Fund revenue base by imposing fees for refuse collection/disposal and for <br />commercial use of the City's Land-Fill, such as has been recommended by City <br />Manager Brown. This motion lapsed for lack of a second. Councilman Groden' <br />then introduced a motion, subsequently seconded, that--in the absence of action <br />toward increasing the General Fund revenue base and in an effort to reduce <br />expenditures--Council employ a qualified consultant to study and recommend ways <br />and means of effecting efficiency throughout the various City departments and <br />activities.
