TUESDAY, APRIL 26, 1988 <br /> <br />Pursuant to subsections (a)(1) and (a)(2) of Section 2.1-344 of the CODE OF <br />VIRGINIA (1950, and as amended), and upon motion, duly seconded and unanimously <br />carried by a recorded vote, Council convened into an Executive Session for the <br />purposes of (1) considering nominees for appointment or reappointment to the <br />Dan River ASAP Policy Board, (2) considering a real estate matter, and (3) <br />considering a personnel matter. At the conclusion of this session, Council <br />reconvened into regular session and took action on only oneof the floregoing <br />matters, viz., Council unanimously authorized City Manager Brown to attempt to <br />negotiate a reasonable or fair price with Mrs. Florence Sexton Reeves by which <br />Mrs. Reeves may purchase from the City a small lot, consisting of 2,110 square <br />feet and fronting Market Street, which lot adjoins her lot fronting South <br />Gravely Street between Barton and Moss Streets. <br /> <br />According to a report from Mr. Leon Towarnicki, Director of Public Works, to <br />City Manager Brown, the Virginia Department of Transportation expects to <br />complete right-of-way acquisition within another 30-to-45 days for the "TSM <br />Project" at the intersection of Fayette Street, West Church Street, and <br />Memorial Boulevard, and to clear all affected properties for construction <br />within ninety days, assuming that relocation of several property owners <br />involved can proceed without delay. Several citizens interested in this <br />project, including Mr. William W. Edwards, expressed concerns for the safety of <br />pedestrians crossing at the intersection upon completion of the project; <br />however, City Manager Brown indicated that crossing phases will be integrated <br />in the traffic control light(s) at that point. <br /> <br /> <br />
