TUESDAY, APRIL 26, 1988 <br /> <br />the present Council can not obligate the City beyond each succeeding fiscal <br />year, Mrs. Cobbe expressed hope that the City will continue to contribute to <br />the YMCA in future years. In response to Councilmen Groden's and McClain's <br />expressed reservations about contributing taxpayer's monies to organizations <br />which are not public in that purchased memberships are required, Mrs. Cobbe <br />explained that, with scholarships available, no needy child is turned away from <br />the YMCA. CoUncil then discussed other reductions suggested by City Manager <br />Brown, particularly the total reduction of $47,960.00 in employee's health <br />insurance costs spread among the several fund budgets in that this represents <br />and now parallels an approach taken by the School Board for its personnel and, <br />therefore, does not necessarily represent a reduction. <br /> <br />Council then returned its attention to the School Budget for 1988-89 which <br />Councilman Groden moved be approved as first presented to Council and as <br />incorporated by City Manager Brown in his recommended 1988-89 City Budget, to <br />which motion Councilman Cole offered his "second". After some discussion in <br />which Vice-Mayor Willjams informed Council of the telephone calls and other <br />contacts he has received requesting that Council not increase taxes or impose <br />new taxes or fees, and in which Councilman McClain informed Council that he was <br />not ready to vote on the motion inasmuch as he believes that adoption of the <br />total recommended budget, should Council vote to do, will require increases in <br />taxes, a direction to which he is opposed, Council approved the <br />originally-presented School Budget for 1988-89 by a vote of four-to-one <br />(Councilman McClain voting against the motion). In voting for the motion, <br />Vice-Mayor Williams noted that he is not going to vote to increase property <br />taxes or service fees or to impose new fees, should these be put to a vote. <br /> <br /> <br />
