TUESDAY, APRIL 26, 1988

the system. Supporting the School Board and urging that Council approve the
Board's 1988-89 budget ~equest as presented and as incorporated in the City
Manager's recommended 1988-89 City Budget were some fifteen parents of children
in the system as well as Ms. Pat Walmsley and Mr. Charles Hairston of the
Martinsville Education Association. One of these parents (Mr. Bruce Dallas),
however, suggested that savings can be attained by reducing the Board's
administrative staff, implying that there's "fat" in the Board's central office
(as well'as in the City Hall). Also, opposition to any reduction in the School
Board's 1988-89 budget request was in the form of a petition signed by some
sixty citizens/parents, some of whom spoke to this matter before the Council.
After some discussion in which Council apprised the citizens of the budgetary
problems confronting Council and in which, too, Council invited these citizens
to express their preferences as to ways and means of financing the proposed
1988-89 City Budget, School Board Chairman Carter, speaking as a taxpayer,
urged that Council adopt the budget as presented without increasing any local
taxes and without imposing any new charges or fees.

Council accepted and placed on first reading a proposed ordinance (No. 88-5)
which, if adopted, will amend Section 12-140 of the City Code to conform to the
last update by the Virginia General Assembly of the Virginia Motor Vehicle
Code.

Upon being informed that the Martinsville-Henry County Economic Development
Corporation has indefinitely "tabled" a request for a statement of its position
on a proposed "Port-of-Entry" designation for the Central Virginia area,
Council unanimously "tabled" a resolution designed to express Council's support
of efforts to obtain such a designation for that area.
