TUESDAY, APRIL 26, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L..D. Oakes presiding, was held Tuesday, April 26, 1988, <br />in the Council Chamber, beginning at 7:30 P.M. All members of the Council were <br />present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and the cordial welcome extended to visitors present by <br />Mayor Oakes, Council approved--as recorded--the minutes of its regular meeting <br />held April 12, 1988, and of its special meeting held April 13, 1988. <br /> <br />Members of the City School Board, members of the administrative staff of the <br />City's public school system, and a number of citizens appeared before Council <br />in support of the School Board's initially proposed budget for the fiscal year <br />beginning July 1, 1988, which budget the Council, by its action taken in <br />special meeting held April 19, 1988, asked be reduced by its proportionate part <br />of some $290,000.00 reduction ordered by Council in the City's overall budget <br />proposed by City Manager Brown for 1988-89, which proportionate part was <br />$110,000.00. Accordingly, the School Board reported (through its Chairman, Mr. <br />Worth Carter, Jr.) that possible reductions in the total amount of $110,000.00 <br />can be achieved by eliminating two elementary guidance counselors (positions at <br />the elementary level not now mandated but expected to be mandated in another <br />year or two), by eliminating a cabinet-making position at Martinsville High <br />School, and by eliminating an Attendance Officer (i.e, teacher aide) at <br />Martinsville High School. The School Board pointed out, however, that the <br />eliminating of personnel in the school system automatically reduces programs <br />designed to maintain and/or enhance the quality of education for students in <br /> <br /> <br />
