Meanwhile, <br />Councilman Cole asked City Manager Brown to consider developing a "Park Plan" <br />for the City as a guide for anticipating and/or providing for future park <br />development in the City. And, with reference to the recent request for <br />street-lighting facilities along undeveloped Lavinder Street and pursuant to <br />Vice-Mayor Williams' recommendation that the City's unwritten policy regulating <br />the installation of street-lighting facilities be stated in writing, City <br />Manager Brown presented said policy in writing. <br /> <br />Council acknowledged receipt of a report on the proposed procedure, in which <br />Council concurred, to enforce collection of delinquent real estate taxes (which <br />remain uncollected after more than three years). <br /> <br />Council acknowledged receipt of a list submitted in December of 1987 to City <br />Manager Brown by Mr. Marvin F. Hobson, of 410 Fifth Street, for specific <br />improvements (consisting of curb-and-gutter, street paving, street grading, <br />street openings, and some demolition of old buildings) in the West End area of <br />the City, some of which improvements City Manager Brown, as indicated by his <br />December 15th letter of reply to Mr. Hobson, has considered in the preparation <br /> <br /> <br />
