TUESDAY, MARCH 22, 1988 <br /> <br />1988-89 City Budget and his accompanying Budget Message and, also, for the <br />purpose of beginning consideration thereof. <br /> <br />Responding to Councilman Cole's recent request for a comparison of salient <br />features of the current cablevision franchise ordinance with those of the former <br />franchise ordinance, City Manager Brown cited the respective sections which <br />established the franchise fees, noting that the current section provides for a <br />pass-on Iof the current 5% fee to local subscribers (as opposed to heretofore no <br />"pass-on" of franchise taxes imposed, formerly 3%), which current "pass-on", <br />according to City Attorney Worthy, is permitted by federal law. <br /> <br />City Manager Brown reported that, as a result of concerted efforts by the City, <br />along with efforts exerted by the Virginia Municipal League and by many Virginia <br />cities, the Commonwealth of Virginia has recently made available additional <br />monies to ensure reimbursement by the State of its 80% of the cost of various <br />Social Service agencies' expenditures for the remainder of 1987-88 so long as <br />these expenditures do not exceed the respective budgets as previously approved by <br />the State of Virginia. <br /> <br />City Manager Brown also apprised Council of receipt of a letter (dated March 8, <br />1988) from the Auditor of Public Accounts for the Commonwealth of Virginia, <br />indicating that the Financial Report of the City of Martinsville, for the fiscal <br />year ended June 30, 1987, has been reviewed by his office and has been found to <br />have been prepared in accordance with that office's audit specifications and, <br />therefore, has been accepted by the Office of the Auditor of Public Accounts. <br /> <br /> <br />
