TUESDAY, MARCH 22,.1988 <br /> <br />Eo <br /> <br />by these industries, particularly the local textile <br />industries, to ascertain and compare the costs of pretreatment <br />by each industry with the costs the City would pass on to them <br />in the event the City is required to meet color standards of <br />200 ADMI. <br /> <br />Water Tank Construction -- in the interest of the water <br />system's general operation and for improved fire protection, a <br />water tank (expected to cost $350,000.00 and to be constructed <br />in 1988-89 from water system funds) is proposed to be built in <br />the Bethel Lane area of the City. <br /> <br />Bridge Replacement Project (East Church Street) -~ if this::.~: <br />project, estimated to co'st between $400,000.00 and. ~.~ <br />$600,000.00, is classified by the Virginia Department of <br />Transportation as a renovation project, the State will <br />underwrite 95% of the cost; however, such participation funds <br />will be drawn from the City's construction allocation (from <br />the State) but, hopefully, and contingent upon the cost of the <br />proposed and scheduled. Spruce Street reloCation project (for <br />which construction bids were to be opened March 22, 1988), <br />scheduled intersectional improvements at Fayette Street-West <br />Church Street-Memorial Boulevard will not be delayed. <br /> <br />School Improvement Program -- specific information on this <br />program is not yet available inasmuch as the local school <br />system's capital improvement schedule has not been publicly <br />updated. <br /> <br />Request for Contribution Toward New Family YMCA Center -- is <br />being reviewed, and a recommendation thereon by City Manager <br />Brown will accompany his forthcoming/proposed 1988-89 City <br />Budget. <br /> <br />E911 Emergency Communication System for City/County -- this <br />matter is currently under study jointly by Martinsville and <br />Henry County officials, especially as to such alternatives as <br />(1) the City and Henry County having separate E911 equipment, <br />dispatchers, etc.; (2) City/County joint computer equipment <br />with separate dispatchers; and (3) joint City/County equipment <br />and dispatchers. In addition, it was reported, location and <br />availability of housing space for this operation presently is <br />a major problem. To underwrite the City's capital cost share, <br />Mr. Brown proposed that Council impose a "telephone tax" for a <br />period of two-to-three years. <br /> <br />Council unanimously called for a special meeting of the Council to be conducted <br />Wednesday, March 30, 1988, in the Council Chamber, City Hall, beginning at 2:00 <br />P.M., for the purpose of formally receiving City Manager Brown's recommended <br /> <br /> <br />
