TUESDAY, MARCH 22, 1988

paid by Mrs. Hodges for the following years, resulting from erroneous
assessments levied, with the understanding that a credit of $50.92 will be
issued by the Commissioner of the Revenue for 1987-88 (to adjust for the
erroneous assessment levied for 1987-88):

TAX YEAR(S) AMOUNT(S)
1984-85 . . . $ 42.56
1985-86 . . . 45.60
1986-87 . . . 45.60

Total Refund:

$ 133.76

Responding to Councilman Cole's February 23rd request for information
regarding major cost-and-revenue items which could seriously impact upon not
only the City's forthcoming 1988-89 City Budget but also upon succeeding
budgets, City Manager Brown (in his written report thereon) referred
specifically to the following major needs:

School Funding -- even with a reported adjustment and increase
of $160,000.00 in State funding for 1988-89 (over that
initially allocated, and approximately $54,000.00 for
1989-90), the 1988-89 budget just adopted by the City School
Board will require $380,000.00 more in local funding over that
for 1987-88.

City Jail & City Prison Farm -- to comply with State require-
ments, it is estimated that $202,000.00 will be required to
upgrade the City's Prison Farm and $37,700.00 to upgrade the
City Jail, half of which two sums for a total of $119,850.00
will be required~from the City; however, through the joint
efforts of State Senator Virgil Goode and Delegate Roscoe
Reynolds, legislation enacted by the 1988 General Assembly
(except for the abatement of unsafe or hazardous conditions)
will not require .the upgrading of these facilities beyond the
applicable construction codes in effect when these buildings
were constructed.

Color Removal from Sewage Treatment Effluent -- color removal
system installation (i.e., excluding operating costs) is now
estimated to cost between $4,000,000.00 and $6,000,000.00,
with possibility that local industries contributing to the
color problem may be required to share in both the capital
cost and the operating costs. Meanwhile, studies are underway'
