TUESDAY, MARCH 22, 1988

strictly to National Parks standards; however, it seems
doubtful that these standards can apply without exception to
the hills and valleys of Martinsville.

VI.

With the Council soon to face serious budget-balancing
problems, it would appear preferable that Council receive
and consider this rather modest request now rather than after
theCity's 1988-89 budget is adopted. (NOTE: Councilman
McClain indicated that he would consider any proposed
expenditure for the requested facility only if correlated
with the proposed 1988-89 City Budget).

VII.

In view of the fact that several lots along Sellers.Street
might be available for acquisition and development as a
neighborhood playground facility, it seems reasonable to
proceed with ascertaining what land is available, what size
the playground facility should be, and how much the land
acquisition and the development will cost.

Speaking on behalf of this request and project were Mrs. Carrie Dandridge, of

302 Sellers Street, and Mrs. Peggy Ross, c/o 301 Salem Street, both of whom
emphasized the safety factor (inasmuch as the respective residential yards are

not large enough to accommodate the area's children), with Mrs. Ross expressing

an inability to reconcile the City's expending a sizeable sum of money for a

professional baseball field with the seeming hesitancy to spend a small sum to

provide her neighborhood with a small and unelaborate playground. 'With regard

to petitioners' request for Lavinder Street lighting, no action was taken

specifically thereon but, as result of Vice-Mayor Williams' inquiry and request,

City Manager Brown was directed to incorporate within the City's rules and

regulations a written statement of policy governing the installation of

street-lighting facilities and electric services.

In accordance with a written recommendation from Commissioner of the Revenue J.
Ronnie Minter, supported in writing by City Attorney Worthy, Council directed
and authorized City Treasurer John W. Bouldin, Jr., to refund to Mrs. Bonnie So
Hodges, of 1800 Mulberry Road, the following sums of excess real estate taxes
